The Hunter Holmes McGuire VA Medical Center (VAMC), Richmond, Virginia, is a 427-bed tertiary care, teaching facility closely affiliated with the Virginia Commonwealth University/Medical College of Virginia School of Medicine. Comprehensive healthcare is provided through primary, secondary, and tertiary diagnostic and therapeutic health services in medicine, surgery, neurology, rehabilitation medicine, intermediate care, acute and sustaining spinal cord injury, skilled nursing home care, and palliative care to a primarily adult and geriatric population. VAMC Richmond offers a broad range of diagnostic and therapeutic services including a dialysis unit, magnetic resonance imaging, cardiac catheterization, mammography, radiation therapy, electrophysiology, photophoresis and lithotripsy.

Additionally, the medical center acts as a tertiary care referral center for subspecialty treatment, open-heart surgery, oncology, and vascular diseases. VAMC Richmond is also a national referral center for heart and liver transplantations and spinal cord injuries and disorders. The medical center also offers treatment for Veterans with Parkinsons Disease through the Parkinsons Disease Research Education and Clinical Care Center (PADRECC) and serves as one of Veterans Health AdministrationÂ's (VHA) four Polytrauma Rehabilitation Centers. Community based outpatient clinics are located in Charlottesville, Emporia and Fredericksburg, Virginia. Recently, the medical center also received the designation as an Epilepsy Center of Excellence.

The Hunter Holmes McGuire VA Medical Center of Richmond, Virginia is one of 8 VA medical centers in the VA Mid-Atlantic Healthcare Network of the Veterans Integrated Service Network (VISN). This Network (VISN 6) includes facilities in Virginia, North Carolina and West Virginia. VA structures its SES positions into pay bands. This is a pay band 1 position and the salary range is $119,554 - $179,700. Exceptions to the salary cap may be considered in certain circumstances.

DUTIES:
DUTIES: The Health System Administrator (Medical Center Director), is responsible to the VISN Network Director, through the Deputy Under Secretary for Health Operations/Management. The position requires the effective and economical direction, control, and operation of VA Medical Center in Richmond, Virginia. The responsibilities include, but are not limited to:

a)The Medical Center Director has full delegated line authority and responsibility for executive level management of the VA Medical Center in Richmond, VA, its programs and off-site locations and facilities towards accomplishment of its missions - patient care, medical education, research, and DoD contingency support.. The Director reports to the VISN 6 Director.

b) The Medical Center Director, Richmond, Virginia, exercises independent judgment, initiative, resourcefulness and originality in facilitating achievement of the medical facility's mission, including, but not limited to, developing and administering a balanced financial plan for a multi-million dollar budget with thousands of employees, performing analyses and evaluation of a wide range of clinical and administrative programs, providing strategic direction in alignment with VAÂ's strategic plan, identifying and meeting quality and performance objectives, ensuring quality through adherence to rigorous standards of a myriad of external accrediting bodies, promoting workplace improvements, ensuring availability and access of services to sister referral sites, developing and maintaining community partnerships, assuring equal employment opportunity and diversity, and planning for succession by developing subordinates. The DirectorÂ's managerial duties and responsibilities involve final decisions which have a direct and substantial impact on the health care organization and programs.

c) As a Director at a Complexity Level 1 facility, the incumbent is required to have extensive knowledge of clinical specialties, emerging health care issues and trends, operational and administrative systems, information technology, facilities and project management, in order to lead large, complex and diverse programs with a critical affiliate relationship with a large university medical school system as a key component. The specialized clinical services at a Level 1 facility often involve unique requirements, necessitating greater administrative responsibility, reporting, and media/VSO/congressional scrutiny and oversight. Comprehensive and specialized health care is provided through the entire spectrum of clinical specialties and state-of-the-art technologies -primary care, tertiary care, and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, and geriatrics.

d) The Medical Center Director has overall responsibility for compliance with Public Laws and related regulations, Executive Orders, Comptroller General Decisions, OMB and OPM regulations, VA national goals, objectives, policies and standards, and VA Manuals, Program Guides and Circulars in the development and implementation of comprehensive health care delivery system tailored to the needs of the veteran patient population served.

e) As the Equal Opportunity Officer (EEO) for the VAMC, the Director has important motivational and executive leadership responsibilities with respect to planning, directing, reviewing, evaluating, and improving the EEO and other special employment program initiatives required by statute, regulation, and policy.
