The Director of Nursing is responsible for the integration, facilitation, and coordination of administrative and clinical practice for the Inpatient Psychiatric Unit and Out! patient Psychiatric Nursing services within the hospital. As such, the incumbent will serve as a professional role model, leader, mentor, and clinical resource/educator for members of the healthcare team; develop QI goals and objectives with staff based on analysis of targeted outcome measures of clinical and managerial processes; improve operational excellence for patients related to cost, quality service, and patient outcomes; act as a liaison to internal and external customers including physicians; participate in business development activities; and is accountable for overall budget development, monitoring and variance analysis.

Responsible for high quality patient care with positive patient outcomes.
Provides supervision to the Lead Partners who direct the day-to-day activities of the unit-based staff and keeps staff informed with timely and pertinent information so that daily operat! ions run safely, efficiently, and effectively and program goal! s are met.
Responsible for efficient fiscal operation of the Department of Psychiatry including budget development and the management of all resources needed in order to meet all productivity and all fiscal targets.
Seeks and acts upon patient, family and staff feedback and initiates appropriate action.
Promotes, develops and evaluates processes and systems for patient care and initiates systems improvements when necessary.
Leads the development and implementation of policies, procedures and standards of care necessary for the coordination and delivery of excellent patient care.
Identifies proactively and prospectively the need for change and process improvements for operational excellence related to cost, quality and service.
Evaluates the outcomes of patient care, uses patient satisfaction and other customer satisfaction information to recommend and integrate appropriate changes.
Accountable for compliance with hospital, state, federal and lice! nsing agency regulatory standards.
Negotiates interdepartmental resources; communicates and plans with managers of other patient care units and other department directors and managers to ensure effective levels of service to the unit.
Utilizes creativity and innovation to shape the present and future job environment.
Maintains a current knowledge of the changing market place and integrates that knowledge into the business planning and strategic direction setting for the service lice and the organization.
Uses excellent interpersonal skills to work effectively with the Department of Behavioral Health leadership group to promote understanding and build collegial relationships.
Forms cooperative partnerships with departmental heads, physician leaders, other disciplines and community organizations.
Activity participates on interdepartmental committees for ongoing development of the nursing practice.
Leads and/or participates in QI groups and other mu! ltidisciplinary meetings.
Seeks collaboration with community health! organizations to achieve positive outcomes and enhance the hospital's community presence.
Collaborates with nurse managers, staff nurses, physicians, other healthcare professionals and assistive personnel to plan the delivery of care in the department and to create joint protocols for patient care.
Ensures the development, implementation and maintenance of an effective, high quality, safe, multidisciplinary, seamless patient care delivery system for each program.
Interprets the appropriate use of supplies, equipment, and staff.
Integrates the organization's operating principles, values, vision and mission, quality improvement, and service deliver/recovery standards into the day-to-day functioning.
Promotes quality by seeking to continually improve processes and systems.
Holds staff accountable for safe, compliant and efficient practice and the maintenance of appropriate interpersonal relationships and good customer service.
Participates in asses! sment, planning, and completion of approved projects to improve the physical environment.
Ensures an ongoing, active therapeutic treatment milieu that is based on regulations and best practice guidelines that includes assessment, treatment planning, patient groups, discharge planning and appropriate documentation for all patient care.
Conducts independent audits to ensure quality and regulatory compliance related to documentation of care, resource management, and quality issues.
Facilities recruitment and retention activities and the hiring and orientation process for all unit-based staff.
Plans, directs and participates in regularly scheduled meetings to share information and problem-solve with unit personnel and direct reports are needed.
Identifies learning needs and goals, and designs a plan to meet them.
Maintains necessary licensure and clinical skills through continuing education and direct clinical practice and practices nursing within the sc! ope of the State of Maryland Nurse Practice Act.
Participates in th! e Department of Behavioral Health leadership programs, nursing leadership groups and other institutional committees.
Collaborates with leadership in identification of current and future service needs and shares responsibility for meeting needs.

Certification and/or licensure in a clinical specialty area such as Registered Nurse, Clinical Nurse Specialist, or Certified Registered Nurse Practitioner.

Demonstrated experience working with chemical dependency and psychiatric patient issues.

A Master's Degree in Behavioral Sciences in Nursing or related field is required.

Demonstrated leadership/management experience in an acute care setting as normally acquired through a minimum of 3 years of experience.

Knowledge of administrative and clinical systems; skills in systems development and implementation; evidence of excellent personnel management, communication skills and fiscal management; knowledge of quality management and perfor! mance improvement strategies and tools; knowledge and skill in a wide variety of Behavioral Health theories, modalities, assessments, planning and intervention.

Ability to effectively assess, plan and implement therapeutic services in a multidisciplinary setting and in multi-site facilities.

Particular skill set in assessment, considerable knowledge of nursing principles and practice staffing, regulatory requirements and medical documentation; ability to mobilize and coordinate resources effectively.
