OMUC is seeking a forward thinking and innovative individual to join the team as a Water Production Supervisor. This role will be involved in supporting management in programs and policies as well as overseeing the activities, operations, and staff of water production operations. The role also assists in the implementation and enforcement of related activities; assists in the preparation of contracts and agreements; and performs other related work as assigned.

- Separate Promotional and Open (external) Eligibility Lists will be established.
- The Promotional Eligibility List will be comprised of current City employees (full or part-time) who meet the minimum qualifications and successfully complete any required selection processes.
- The Open Eligibility List will consist of external applicants who meet the minimum qualifications and successfully complete any required selection processes.
- The hiring department will consider the Promotional Eligibility List prior to considering candidates on the Open Eligibility List.

The essential functions typically performed by the Water Production Operator include the following:
Plans, organizes, coordinates, schedules, prioritizes and supervises the activities of assigned staff; prepares recommended work plans and schedules.- Monitors, oversees, evaluates, improves productivity and efficiency and effectiveness of water service delivery and treatment methods and procedures; recommends and implements procedures to ensure safety and water quality.
- Oversees and implements the completion of preventative maintenance, adjustments and minor repairs to water production, treatment and storage facilities and related equipment.
- Participates in, and oversees and ensures, timely inspections of wells, booster stations, pumps, related equipment and reservoir and water storage locations; ensures that equipment is functioning properly and proper levels are maintained in storage reservoirs.
- Monitors that timely water sampling and testing is done and correct levels of chemicals are maintained; ensures documentation and recordkeeping is accurately maintained.
- Supervises and directs the activities of staff including work assignment, performance, evaluation, and employee development; participates in employee selection, disciplinary action, and complaint resolution.
- Provides guidance to assigned staff on City and department goals, objectives, priorities, policies, and procedures.
- Assists in the preparation of contracts, Request for Proposals (RFPs) and Bid Documents.
- Requisitions equipment and supplies; monitors and coordinates contracts, including procurement and service agreements, to ensure quality of work and compliance with contractual agreements.
- Assists in the development of the water production and treatment operations budget for staffing, materials, and operational needs.
- Receives, investigates, responds to and resolves citizen's inquiries and complaints; confers with manager regarding major problems.
- Communicates and interacts with City staff, contractors, and the public in a collaborative and customer service-oriented manner.
- Assists in administering the safety program; conducts safety meetings.
- May participate in work or operate equipment during training and in emergency situations.
- Maintains records concerning operations; prepares a variety of reports including work activity reports and injury and accident reports; reviews and approves daily work records and timecards.
- Maintain shift or call schedule for all production staff.
- Review plans and specs of water production projects
Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:
Education
High school diploma or recognized equivalent.
Experience
Three years of experience in water production and/or water treatment operations or a related field including one year of lead or supervisory experience.
Licenses
Valid Class C CA driver license. Acceptable driving records at the time of appointment and throughout employment.
Certifications:
Possession of Grade D3 certification in Water Distribution from the California State Water Resources Control Board.- Grade T3 Water Treatment certification from the California State Water Resources Control Board.
- May be required to return to work in emergency situations.
- May be required to be on-call in a rotation with Water Production Operators.
- Associate's degree in water technology or related field.
- Possession of grade D4 certification and above in Water Distribution from the State Water Resources Control Board.
- Possession of a T4 Water Treatment certification from the California State Water Resources Control Board.
