The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is GS-3 - GS-6. The Professional Standards Board (a peer-review group) will review the selected candidate's qualifications and recommend the grade and step at which the candidate will be placed. DUTIES:
DUTIES: Mental Health LPNs perform a variety of tasks in support of the Inpatient and Outpatient Mental Health programs, which would include: Contributing to the interdisciplinary team in the development, implementation and evaluation of the patient's treatment plan and providing/reinforcing patient and/or family teaching; Performing behavior control techniques, negotiating, and utilizing least restrictive interventions; Patient teaching: Identifies and responds to patient's needs for patient/family education related to disease or prevention measures; Monitoring and reporting side effects of psychotropic medications, Administering anticholinergic medication compounds for relief of akathesia; Promoting healthy sleep hygiene and proper management of patients with co-morbidities; and gathering patient information, including clinical reminders; Obtaining an EKG; Obtaining Urine specimens; Other assigned duties as outlined in the LPN GS-5/6 Functional Statements.

The Mental Health LPN will be administratively and clinically responsible and accountable to the Nurse Manager, Mental Health and their normal work schedule will be the day/night or day/evening rotating tour of duty.

QUALIFICATIONS REQUIRED:
CITIZENSHIP: Citizen of the United States.

EDUCATION: Graduate of a school of practical or vocational nursing approved by the appropriate State [ ] agency and/or [accredited by] the National League for Nursing [Accrediting Commission (NLNAC)] at the time the program was completed by the applicant. Exceptions include: Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.

ENGLISH LANGUAGE PROFICIENCY: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407 (d). [No person will be appointed under authority of 38 U.S.C. Chapter 73 or 74, to serve in a direct patient-care capacity who is not proficient in written and spoken English].

LICENSURE/CERTIFICATION: Full, active, current and unrestricted licensure as a [ ] licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.

GS-3. None beyond the basic requirements. [LPNs at this grade level are expected to perform all duties within the scope of their license (e.g., medication administration); however, completed work may require routine or detailed higher level review depending upon the complexity of the duties involved.]

GS-4. LPNs at the GS-4 grade level perform all duties expected of employees at the GS-3 grade level; however, they are expected to exercise greater judgment, require less supervision, and to operate in accordance with all established policies, procedure, and techniques. They may may be appointed at or advanced to GS-4 if they meet any of the following criteria:

Six months of qualifying experience as an LPN or LVN; or

Graduation from an approved school and one year of experience that involved nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures; or

Graduation from an approved school of at least 24 months duration.

GS-5. Individuals at this grade level are expected to have a broad working knowledge of practical nursing procedures. However, completion of more complex practices or procedures may be subject to closer higher-level review. In addition the following criteria must be met:

Completion of at least 1 year of qualifying experience at the GS-4 level or equivalent.

Demonstrated knowledge and ability to provide a full range of practical nursing care to patients with a variety of physical and/or behavioral problems.

Demonstrated ability to serve as a responsible member of the nursing team and interact in an appropriate manner with patients, family members, professional and other supportive personnel.

Knowledge and skill sufficient to prepare, administer, and appropriately document actions taken specific to commonly prescribed oral, topical, subcutaneous, intramuscular, and/or intravenous medications as permitted by approved local facility policies and procedures.

Knowledge and ability to recognize the need for and to institute emergency measures when indicated, promptly seek the assistance of the RN or MD/DO, and assist in resuscitation procedures in cardiac and/or pulmonary arrest.

Recognize and appropriately respond to breakage/malfunction or loss of equipment, safety hazards, and supply deficiencies, promptly reporting to appropriate personnel for corrective action.

GS-6. Requires at least 1 year of additional qualifying experience at the GS-5 level or equivalent and fully meeting all performance requirements for the GS-5 LPN. In addition the following criteria must be met:

Technically proficient in initiating, performing and completing assigned duties in providing care to variable patient populations.

Knowledge and ability to appropriately carry out assigned patient care based on the patients' conditions.

Ability to observe, identify and respond to the patient's needs for care, including medication, equipment-assisted care and patient/family education.

Prepare and administer prescribed medications (oral, topical, subcutaneous, intramuscular and/or intravenous) and performs treatments according to established policies/procedures.

Observes for physical and/or emotional changes in patient's condition from prescribed medications/treatments, promptly and accurately documenting noted changes, and reporting any deviations from normal to RN or MD/DO.

Knowledge and ability to recognize urgent or emergent patient care situations, seek assistance of the RN and/or MD/DO, and initiate appropriate emergency interventions as directed.

Knowledge and understanding of human behavior, patient motivations and reactions to situations, and ability to appropriately utilize this knowledge in working effectively with patients, family members, and other staff.

Establish constructive relationships with individual patients and their families to elicit feelings and attitudes, and to promote positive relationships, communication and socialization skills.

Knowledge and skill in performing support duties for complex diagnostic tests and/or specialized practices or procedures, which include preparing the patient, assisting in the diagnostic examination, preparing and handling specialized instruments or other specialized equipment, and monitoring the patient's condition before, during, and following the procedure.

Actively seek out educational opportunities to enhance nursing knowledge and skills, sharing new knowledge gained with other staff to improve and advance nursing practice.

SPECIALIZED EXPERIENCE: Demonstration of the ability to be self-directed and to function under minimal supervision. Demonstration of a high degree of personal and professional accountability, dependability, maturity, and stability. Demonstration of the ability to communicate effectively and coordinate patient care activities, with the interdisciplinary team. Attributes conducive to maintaining excellent customer relation skills as demonstrated in previous assignments. Demonstration of knowledge and ability to provide a full range of care to patients with a variety of physical, emotional and/or behavioral problems and responses to treatment. Demonstration of knowledge and understanding of human behavior, patient motivations and reactions to situations, and appropriately utilizes this knowledge in working effectively with patients, family members and/or internal/external customers. Demonstration of ability to observe, identify and respond to patient's need for care. Demonstration of knowledge of and ability to recognize urgent or emergent patient care situations, seek assistance of the RN or MD/DO, and initiate appropriate interventions as directed. Demonstration of ability to establish constructive relationships with individual patients and their families to elicit feelings and attitudes and to promote positive relationships, communication and socialization skills. Demonstration of ability to administer prescribed medications and perform treatments according to established policy and procedures. Demonstration of knowledge and skill to observe for changes in patient condition and promptly and accurately reports to MD or RN. Two (2) years of successful nursing practice in Mental Health (Acute Psychiatry, Substance Abuse) Nursing is required. BLS certification required.

BLS/ACLS Requirements: Current certification in BLS is required for all staff providing direct patient care, and police. Additionally, current ACLS is required for patient care staff that work in specified or high risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.). If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA. If selected, obtain such certification in order to avoid any delays in the hiring process.
